
ASHLEY HARROZ
Chief Executive Officer
Ashley Harroz serves as Chief Executive Officer of HPI, Oklahoma’s premier physician owned, physician driven specialty hospital system. Harroz joined HPI in 2010 as Vice President and General Counsel, later served as Chief Operating Officer, and moved into her current role as CEO in 2021. As CEO, Harroz is responsible for leading all aspects of HPI, from its 3 specialty hospitals to the physician practices it manages at over 30 locations throughout the greater metro area and beyond. Harroz brings unique institutional knowledge and experience in managing physician owned enterprises after having served in various leadership roles throughout her tenure at HPI. As General Counsel, Harroz provided strategic legal and regulatory guidance to the company and was responsible for overseeing complex healthcare transactions, managing HPI’s real estate portfolio, and supervising various departments to include human resources, employee health and welfare programs, insurance and risk management, contract management and compliance programs. As COO, Harroz assumed the role of managing relationships with HPI’s joint venture partners, USPI and INTEGRIS, as well as relationships with HPI’s physician investors.
Prior to joining HPI, Harroz served as in house counsel at various healthcare entities and as Assistant District Attorney for Cleveland County. She received a Juris Doctor from the University of Oklahoma College of Law and prior to that, graduated Summa Cum Laude from the University of Oklahoma with a Bachelor of Arts in Letters. Harroz currently serves as a member of the Board of Trustees for Community Hospital and Northwest Surgical Hospital. Harroz also serves on the Board of HBC Champions Foundation.

Tom Earley
Chief Financial Officer
Tom Earley serves as Senior Vice President (SVP) and Chief Financial Officer (CFO) for Healthcare Partners, LLC (HPI). Tom’s responsibilities include overall leadership, operations and financial direction of strategy and growth. He is a member of the Executive Management Team of HPI. With more than 20 years’ experience in healthcare finance, Tom has served in hospital administration, system financial planning and reporting and as an adjunct professor of the Healthcare MBA program at the University of Central Oklahoma.
Prior to joining HPI, he most recently served as SVP of Finance and CFO of Edmond Medical Center at OU Health. And prior to OU Health, Tom served as CFO at AllianceHealth Deaconess and AllianceHealth Woodward, OK where he earned the outstanding CFO award in 2011.
Tom earned a Bachelor of Science degree in Accounting from Southwestern Oklahoma State University and a Master of Business Administration degree from Oklahoma State University. He is a Certified Public Accountant (CPA) since 1999 and a member of both state and national CPA associations.

Debbie Kearns
Senior VP, Hospital Operations & CEO, Community Hospital & Northwest Surgical Hospital
Debbie Kearns, RN, serves as the Senior Vice President of Hospital Operations & Chief Executive Officer for Community Hospital and Northwest Surgical Hospital at Healthcare Partners, LLC. Kearns responsibilities include overall operations, leadership and direction of strategy and growth. She is a member of the Executive Management Team of Healthcare Partners Investments, LLC. With more than 20 years’ experience in healthcare nursing and hospital administration, Kearns has led organizations to achieve clinical and financial success throughout her career. She is experienced in financial and clinical operational performance, strategic planning and program development. As CEO, Kearns was instrumental in planning, design, development and opening Healthcare Partners newest hospital location.
Prior to joining HPI, she served as the Chief Nursing Officer of Oklahoma Heart Hospital, opening Oklahoma’s first all-digital heart hospital. Additionally, she served as the Cardiac Clinical Director of critical care for Integris Health. Kearns has served as a part time professor at Southern Nazarene University, where she shared her expertise in hospital leadership and healthcare finance to students in the Healthcare MBA program. Kearns has led organizations to achieve national recognition for clinical outcomes and quality care. Organizations under her leadership have achieved the Guardian Award for customer satisfaction and the Beacon Award for Clinical Excellence. Kearns was instrumental in Community Hospital’s achievement as Oklahoma’s only Blue Distinction Center for Spine and Total Joint Surgery awarded to hospitals with proven expertise in delivering specialty care. Recently Community Hospital achieved recognition as one of only four hospitals in the state to receive a five star rating from CMS.
Kearns holds a Master of Business Administration in Healthcare degree and Bachelor of Science in Nursing degree from Southern Nazarene University and an Associate Degree in Nursing from Oklahoma City Community College. She is a member of American College of Healthcare Executives, Association of Operating Room Nurses and Oklahoma Organization of Nurse Executives.
