Ed Gray is a seasoned healthcare executive with over thirty years of diversified senior management experience to include significant tenures at Universal Health Services, Tenet Healthcare and HCA. Gray currently serves as President and Chief Executive Officer of Healthcare Partners Investments, a multispecialty healthcare company serving patients in Oklahoma City and surrounding communities. Mr. Gray has been intimately involved in the operations and financial management of surgery centers and physician practices as well as community hospitals and academic medical centers. Prior to joining HPI, he co-founded and served as CEO of Renaissance Women’s Center as well as President and CEO of Edmond Medical Center and COO of Memorial Baptist Medical Center. Additionally, Mr. Gray earned his Bachelor of Business Administration in Marketing and Operations Management from The Wharton School of the University of Pennsylvania and a Master of Science in Leadership and Business Ethics from Duquesne University. Ed is an avid art enthusiast and currently serves on the board of Allied Arts championing support for local artists in the Oklahoma City community.
Ashley Tate joined HPI in October 2010 as Vice President and General Counsel providing strategic legal guidance for the company. Her legal experience includes healthcare transactions, such as physician and hospital arrangements; complex healthcare mergers and acquisitions; analyzing and drafting operating and other business ownership agreements; state, local and federal regulatory and compliance to include fraud and abuse, reimbursement, hospital licensing and accreditation, the Stark Law, the Anti-Kickback Statute, HIPAA/HITECH and Medicare/Medicaid rules and regulations; securities laws and corporate governance; employment and labor matters, including human resources policies and investigations; managed care and general business agreements.
In 2019, Tate became HPI Administration’s Chief Operating Officer. In her current role, Tate manages relationships with HPI’s joint venture partners, USPI and INTEGRIS, as well as relationships with HPI’s physician investors. Additionally, she oversees HPI’s real estate portfolio, human resources department to include employee health and welfare programs, risk management, contract management and compliance programs. Tate also provides operational and legal guidance to the physician practices that HPI manages.
Prior to joining HPI, Tate served as General Counsel for Graymark Healthcare, Inc. Tate’s other professional experience includes serving as in-house legal counsel for the University of Oklahoma Health Sciences Center and Assistant District Attorney for Cleveland County. She received a Juris Doctor degree from the University of Oklahoma College of Law and prior to that, graduated Summa Cum Laude from the University of Oklahoma with a Bachelor of Arts in Letters. Tate currently serves as a member of the Board of Trustees for Northwest Surgical Hospital.
Stacy Scheffler serves as Vice President and Chief Financial Officer at Healthcare Partners Investments, LLC. His experience includes over 25 years in public accounting and healthcare financial management. He has spent much of his career focused on healthcare auditing, financial consulting, and strategic healthcare financial management. Mr. Scheffler oversees the financial operations of HPI and its consolidated subsidiaries and managed companies.
Prior to Joining HPI, Mr. Scheffler spent numerous years with public accounting firms providing healthcare auditing and financial advisory services. He also served in various financial roles with Mercy Health System Oklahoma. He most recently served as Chief Financial Officer for a 277 licensed bed subsidiary hospital of the publicly traded Universal Health Services, Inc.
Mr. Scheffler is a native of Oklahoma and holds a Bachelor of Science in Accounting from Southwestern Oklahoma State University. He is a Certified Public Accountant and serves as a board member of CASA of Oklahoma County that provides court appointed representation for abused and neglected children
Thomas Fondren serves as Vice President of Practice Management at Healthcare Partners Investments, LLC focusing on clinic efficiency and physician recruitment. He has more than 20 years of experience in healthcare administration. His expertise includes strategic planning, operations and national service model management. Prior to joining HPI, Thomas was Vice President of Business Development at ROK Medical Management, where he created a workers' compensation DME Network. As Area Vice President at CorVel Healthcare Corporation, he directed operations in Texas, Oklahoma, Arkansas and Missouri. Throughout his career, Thomas has developed a proven track record of increasing sales, market share and profitability, which he continues to deliver at HPI. He holds a bachelor's degree from University of Oklahoma.
Debbie Kearns, RN, serves as the Chief Executive Officer for Community Hospital and Northwest Surgical Hospital at Healthcare Partners, LLC. Kearns responsibilities include overall operations, leadership and direction of strategy and growth. She is a member of the Executive Management Team of Healthcare Partners Investments, LLC. With more than 20 years’ experience in healthcare nursing and hospital administration, Kearns has led organizations to achieve clinical and financial success throughout her career. She is experienced in financial and clinical operational performance, strategic planning and program development. As CEO, Kearns was instrumental in planning, design, development and opening Healthcare Partners newest hospital location.
Prior to joining HPI, she served as the Chief Nursing Officer of Oklahoma Heart Hospital, opening Oklahoma’s first all-digital heart hospital. Additionally, she served as the Cardiac Clinical Director of critical care for Integris Health. Kearns has served as a part time professor at Southern Nazarene University, where she shared her expertise in hospital leadership and healthcare finance to students in the Healthcare MBA program. Kearns has led organizations to achieve national recognition for clinical outcomes and quality care. Organizations under her leadership have achieved the Guardian Award for customer satisfaction and the Beacon Award for Clinical Excellence. Kearns was instrumental in Community Hospital’s achievement as Oklahoma’s only Blue Distinction Center for Spine and Total Joint Surgery awarded to hospitals with proven expertise in delivering specialty care. Recently Community Hospital achieved recognition as one of only four hospitals in the state to receive a five star rating from CMS.
Kearns holds a Master of Business Administration in Healthcare degree and Bachelor of Science in Nursing degree from Southern Nazarene University and an Associate Degree in Nursing from Oklahoma City Community College. She is a member of American College of Healthcare Executives, Association of Operating Room Nurses and Oklahoma Organization of Nurse Executives.
